From what I found is the 90 uses contact rings on the back of the wheel to make the electrical connections. The 91 uses a clock spring with electrical plugs that connect to the wheel itself since the airbag wheel was an option in 91. All the parts may be able to swap over, I don't know for sure though.
The climate control will swap over and plug in, but it won't function as it should with out the control module under the dash.
