Message	solenoids, ran hoses direct from actuators to the nipples on the pressure side of the turbo piping, and installed the jets in those new hoses? It will never work now as the stock solenoids control the boost, the jets just slow the waste gate action. Now that you have removed all the stuff you need, go out and buy a good EBC to correct the problem.
