Subject	94+ seatbelt help

Message	going to start on my 94+ seatbelt conversion but i cant unlock the seatbelts ( taking them out of the box and they are lock in 'emergency mode', they are stuck retracted ) so i cant pull them out or anything, any tricks so i can free them up?
