Message	have you measured the voltage continously from idle to wot. It should gradually increase not jump around. Also have you done repeated idle position measurements? Is there some slack in your throttle cable at idle position? Your 3.9v at wot is low, according to the fsm it should be somewhere around 4.5v. page 62 section ef&ec of the fsm has a procedure to follow to check the tps.
