I say you should try welding again, but instead of a socket,weld a big enough nut on it. Put it on top of the drain plug. Then fill the center section (void) with welds. This would create a single piece of metal between the the drain plug and the nut. Therefore more surface area for a good grab between plug and nut. Another thing is have them try to loosen up the welded plug while you are at the shop. So if it breaks for some reason, re-weld again. I would even pay a different muffler shop $20 bucks rather than 10. =)
