I just removed what I believe to be the original flywheel in my car. The vehicle has gone 47,000 miles and its clutch has never been replaced. The flywheel shows no evidence of ever being turned. The friction surface, while showing the effects of the rubbing of the clutch disk, is pretty smooth and even. On its outer edges, the unused portion (where the disc does not rub) of the surface is clearly visible. I measured the step with a depth micrometer and to my surprise found it to be only .002. Between the step to the friction surface and the rubbed area there remains a 1/8 inch or so wide area which is the original surface. Not sure what to make of this. Some mechanics tell me they have the step cut down to .010 when they resurface flywheels. I have not found any reference to this step in the factory manual.
