Take off the center panel and loosen the hose clamp around the vent hose (the one that goes back into the intake pipe), I noticed that you have a POP charger, it will be tight but you should be able to get in around it. disconnect the vent hose from the recirc and plug the end of the hose but leave the recirc's vent pipe open. Start the engine, it will probably hiccup, stumble or die. If plugging the vent pipe cleans up the idle, they are working correctly. Repeat for the other valve to verify its condition. Short of physically removing the valves and bench testing them this should suffice. Any questions, I have a whole bunch of info on the recircs. BD
