Message FSM is going to be your friend here. It sucks because the information is in a couple of different places.

At a high level, the wiring goes Speed Sensor>Connector near Passenger Headlights>Connector Near Passenger Kickplate>Speedometer>ECU. It is a analog signal to the speedometer, and (I think, no one here could confirm and I resolved the issue), that the signal from Speedometer to the ECU is TTL (digital).

It sounds to me like if your speedometer is behaving erratically, then it could be anything in that path from the speed sensor to the speedometer, or it could be the speedometer itself. The ECU uses that speed reading from the speedometer to determine how much PS you're going to get, so that's why you're PS is acting weird.

There's diagnostics in the manual for how to read the speed sensor with with a multimeter.
