From the Service Manual ST-90 HICAS Diagnoses for testing the speed signal: "Measure voltage variations between control unit connector terminals 6 and 24 while slowly rotating the rear wheels by hand. Voltage must change between 0 and 5V." The same speed signal is routed to other controllers - power steering, ECU, etc. Too fool HICAS into thinking the speed is whatever you want, you need a variable frequency TTL (0-5V) oscillator connected to the HICAS controller speed sensor input only. Can be built with a few dollars of parts. You'd want to borrow a frequency counter to measure what frequencies from the existing signal correspond to what speed of the car.
