Message though I didn't think I was vague to begin with, but anyway.

The covers are there for the belts protection from foreign objects. Without them there, on a road/track/etc driven Z, you will eventually get something thrown in there that shouldn't be there. Which could cause for belt failure. Its a risky wager. The belt is actually held "on" in three areas. The exhaust cam sprockets, and the retaining washer on the main crank. These three units actually have an outer edge to them that keeps the belt ON the sprockets/idlers. The covers have nothing to do with keeping the belt on that engine. Hope that clarifies things.
