Message First off, Ill preface this by saying that SEARCH has TONS of info on the subject. I know jus tmy psots on the subject alone are somewhat lengthy...It will help you alot...Research, and then come back and ask about the details yoru not sure about. Onto what I ahve to say...

Sounds like you got a quote straight from the dealership. A brand new longblock form the dealer is about $9k+.
Forget that option, its not worht the money. Aside from the brand new dealer engine and dealer install, you hve 2 options:
1. JDM
2. Rebuild

JDMs:
JDM engines are cheap. They can be had for ~$2,000. Thats complete with turbos and all.But then you ahve to either drop it in yrouself or pay fomrebody else to install it.
If youg et a JDM, DO THE 60K SERVICE ON IT BEFORE RUNNGIN THE CAR!
Lots of people have had JDMs that either are bad, or they go bad at some point. I had a JDM, and Im surely certain that if I had done the 60k service that engine woudl stillb e runing to this day.

REBUILD:
If you go rebuild, you will knwo exactly what you are getting, but it will cost more.
Z1 is who is just now finishing my engine. You can get a limited warranty, and they will sell you a fairly built longblock for a fairly good deal--better price than all of their competitors, and they have a very good reputation here and lots off tt.net members talk to them regularly.
You can also do a rebuild yoruself, and while it will be cheaper and a learning experience, you wont have anyone's ass fi something goes wrong later...

All in all, if you want turbo upgrades, injectors, and a WELL runnign and reliable engine that cranks out power, then expect to pay several thousand dollars. But...You can have yoru turbos, injectors, and a rebuilt engine for a bit less than what the dealer quoted you for a new longblock with install. =)
