When rebuilding a motor, the heads need attention, to insure proper operation. Some people believe that while they are off, and in a gazillion pieces, you might as well improve them. This drives the cost up. 5 angle valve jobs, porting, polishing, cams, etc. I think what you want, is "just" a valve job. You'll need to replace valves that need replacing, guides that need replacing, etc, etc. The heads need to be checked for cracks, checked for flatness, maybe machined a bit. It's not cheaper than slapping in a mystery mile motor, it's better in the long run.
