Message amount of air from adding a conical intake. if you look at the stage charts, you can see that intake and pulley are the first stage (for an NA at least). they tend to be less expensive than a catback exhaust, which is part of the reason, but also, would you rather choke off your intake and open your exhaust, diminishing your backpressure and power, or open your intake while having a relatively restrictive exhaust and just be held back by some backpressure.

those may not be good analogies, but trust me, more people do intake before exhaust, and for good reason. obviously, it is good to do both though, if you can.
