Nobody in their right mind would shoot for stoich across the RPM range in a turbo vehicle though. Like niXit said, 11:1 is conservative enough and will yield more power than running richer (more conservative). The absolute maximum power at any given air flow is indeed at stoich, but your car wouldn't last long... the overhead 11:1 gives you is plenty to allow for sudden dips in fuel pressure or any other transient condition that would cause to to throw a rod if you were running leaner.
