Message	1500-3000 RPM, except probably Genie and HKS. If you don't mind that, it's your pick, depending on tip-style, material and price. My old Greddy SP (which had dual tips - made in 1995) was pretty quiet with very little resonance, but I can't say what it sounds like now since it has much bigger tips now. My Z at CarDomain (I know, but it's free)
