A good TV repair shop should have a 2m certified solder tech that could do it literally while you wait. As far as the boost controller, you don't need it before the ECU is put in, but you're gonna SURELY want it afterwards. If you have the time and money, go ahead and put it in now, just don't boost past 10-11 psi or you'll be pulling your engine.
