Message back to clear. The white residue happens from condensation over time. On the inside of the headlight unit, wedged between the black housing is a piece of sponge that absorbs the moisture that gets trapped. Unfortunately this small piece of sponge disenegrates after time and allows minerals from the condensation to settle on the crystal lense.

So after I painted the housings to match my car, I cleaned off the white residue with eyeglass tissue and it turned out great. Just make sure that when you paint or clean the inside of your housing, that you remove all dust and lint particles before resealing it.
