Well, on my 1990 TT I first ordered a black strip. When I started to take the old black stirp off I noticed the rubber base under the strip was deteriorated and had rust from water leaking into the wing. Water leaks into the flush mounted 1990 TT wings and causes problems. Some recommend using a blow dryer to heat the strip up for ease of removal. But I would suspect the problem is under the strip (The rubber base which is fused to the wing). I replaced my stock TT 1990 flush mounted wing with a 1999 J-Spec pod mounted wing - You haveto have a body shop fill in the holes left by the old wing. There are other aftermarket wings that are flush mounted and fit will.
