Maybe the factory paint is designed to be slippery so brake dust doesn't stick to it. Or it may have gotten 'glazy' from heat over the years. Try sanding a small area of the factory paint away and see if that helps. Also, acetone is the king of degreasers - that's what we use in our machine shop. Just be careful with it cause I know it melts some plastics and other 'soft' materials.
