Message it didnt adhere to the paint when it was applied.It shouldnt be pealing.Should have lasted longer than 7 years.
You can sand down to the paint make sure you remove all the clear.You can use varius grits of sand paper,from 220 to 600 grit wet or dry.Use a small block and never sand with your bare hand.How bad are the bumpers?If its just a few cracks here and there you can use a dual action sander with 180/220 grit and sand down to the plastic until the cracks are gone.Feather edge the paint around that area.After that you will have to put some type of primer to fill in those sanded down areas.One thing I fogot to mention make sure you sand all the edges,since thats where the paint begins to peal off first.What kind of paint are you going to be using when you repaint it.Dupunt,ppg etc..
Anyway good luck with your car and take your time prepping for paint.
