I suspect this all the time. I work at different used car dealerships and used cars come in from auctions with 35k to 40k with excessive wear on brake pedals, seats, steering wheel, etc. The dealers should be held responsible for these cars even though they're unaware of it. Auctions or trade ins need to have mandatory carfax reports.
