Thanks for everyone's helpful suggestions... it turns out it wasn't a fuel problem at all... it was my damn EVC. Luckily, Ben(Miami) had a spare EVC that I could swap it with and it worked perfectly. The "fuel pulsations" in the video are actually due to boost pulses from the bad EVC causing the FPR to pulse the fuel pressure. I had the stepper motor mounted next to the stock boost sending unit, so I believe it may have been getting too hot in that location. I'm going to put the new one in the fender or up front near the dual pops.
