Message	Put in some 100 octane gas next time!! I'm actually surprised that you can run a full 15 psi on 91 without detonation. I read that you don't want testpipes because you're afraid of getting caught. At least get high flow cats then! You are restricting at least 30 hp there, probably a lot more at higher boost. So with better gas, turn the boost up to 21 psi and you should be getting what you had hoped and then some. Definitely have them hook up a high quality wideband sensor next time to see what your air/fuel ratio looks like, and if it's way off (which it probably is - rich at the top I'm guessing), then there's a lot of power to be gained with a little AFC tuning. At that point you should have an additional 100 hp and ftlbs torque over your current #s.
