Im almost positive that every ECU on the market has some level of "computer learning" or some good heuristic state-space solution search. There are open loop and closed loop parts of the program. I know highway cruising is closed loop, it relies on feedback from the O2 sensors and adjusts the mixture. When you're at wide open throttle, it's open loop... it just blindly follows the map that's programmed in there. No learning involved there. Some parts of the program "learn", while others don't.
