Message the amount of dampening could change with frequency, but it does not mean it only works at a certain frequency. Changing the mass of the flywheel will affect the resonance frequency of the crank, but with the drivetrain clamped to the flywheel it is probably fairly accurate to model the flywheel end as a fixed end, in which case the resonance frequency will not be affected much.
