If the pulley really is a damper in the sense it is to prolong enigne and/or crank life by reducing the amplitude of harmonic vibrations, what do you think changing the mass of the flywheel does? If the pulley does what you say, then it is tuned to the rotational mass of the stock pulley+crank+flywheel(+other rotating components perhaps). You change the mass of the flywheel and you have just negated the pulleys damping effect. In fact, can you show that leaving the stock pulley on with a lightweight flywheel doesn't actually increase the amplitude of the vibrations since it no longer damps out it's designed roatating mass vibrations? It could very well hit a nasty resonance with the differeing mass and cause even higher amplitude vibrations than just replacing the OEM flywheel with an underdrive pulley, if the pulley does any damping.
