Message	news. There is this HOA(Home Owners Association) in Scottsdale with patrol cars with radar units giving speeding tickets. If you don't pay and you live in the association area they put a lean on your house! This one guy on the news didn't live in the area. They threaten to take him to jail if he didn't pay up. The news investigated and found out they can't take you to jail or do anything if you are a non-resident. HOA are part of life in the Phoenix area. They sometimes take their power too far.
