Message get a larger amount of return, which will cause it to read at a higher speed. I don't know that it makes sense, but when I was fighting my ticket I found some sites with this as one of the reasons a radar can read incorrectly. I did my research about 2 years ago, and don't remember all of the sites I looked at.
The magistrate had no reservations about lowering the speed ~5%, "due to radar inaccuracy." Whether that is just to speed the process, or due to actual fact, is another story. Jurisdictions aren't switching to laser just for fun, I understand there is no fighting laser (among other advantages).
