Aluminum conducts heat so well that it's nearly impossible to heat up just one area. Especially in this case, with the aluminum being so thick. You might try to heat up the damaged portion, but that wheel is going to act as one big heatsink and the whole thing will be hot before you know it.
I'd be willing to bet that the clearcoat starts burning off on the other side of the wheel before the part you're trying to heat up softens.
