That is my contention right there... I contend that in reality, ISPs almost always outsell the capacity of their network. They are betting on the fact that not everyone is online at once. They may figure that on average only 60% of their users are online at any given time, so they'll sell 40% more subscriptions while keeping their backend the same. As long as their estimates are correct nobody will notice. But during heavy use periods when the load is higher than their figured average, users will be using more bandwidth than the ISP has bandwidth to provide.

I don't think any of them are actually prepared to have 100% of their users online at once, I think they are almost always oversold. They figure if they can make xx% more money by overselling and only have their users complain occasionally, then that's an opportunity that they can't refuse.

I think reality and theory should not mix here. In theory cable is shared and DSL should steadlity keep its bandwidth allotment, but in reality my cable gets 1- 2 mbps being shared as it is and DSL owners usually only are given 384, 512k, or 768k connections.
