If I recall right, the AFR should swing to rich and lean at idle and low load / low rpms. The ecu is in closed loop at that time and is analyzing feed back from the O2 sensors and making adjustments. In fact, the fuel map on the low end is leaner than 14.7, actually in the area of low 15's. If the idle AFR is rich then the high end would be even richer.
