Mostly because the air is moving from front to back. Intecoolers get hot when you run the motor harder, thus in the winter months you can spray water on them after running the car hard and watch them steam up and bad, like you blew a radiator hose. Now these fans might help in those months, but what about high speeds, will the air pass, weather summer or winter. That’s why it seems the water injection spray is the way to go. That and air pulled by a fan threw a hot IC is nothing more than moving warm air that is climate controlled, vise water temperature which is relatively cold year round. Plus with the water, you can add ice to drop the temp even that much more, vise air which is nothing more than what the season and region your in. Dropping the molcules is far greather than moving the air.
