Message A torque plate is a thick plate that is bolted to the block in place of the heads. This way any stress the block is under with the heads bolted on will be taken into account when the block is machined.

Most machine shops just machine the block with no torque plate. There isn't anything wrong with that, but to use total seal rings the torque plate is required.
