on a hole. You can drill a hole(sizes are specified depending on what diameter you want the finished threads) in something then run the aprropriately sized tap thru the whole. Usually the have a "T" handle the fit in so you can get enough torque/leverage to cut the threads into the metal. If you mess the threads up sometimes you can save the part by running a tap into it to re-cut the threads that got messed up. Tapping a stripped master cylinder is not a prime candidate for this sort of thing, tho. A machine shop may be able to fix it for you for a minimal fee. Might be worth checking if you can stand the downtime. On a side not, if you want to cut outside threads, say on a rod, the tool is called a "die", hence you buy a "tap and die" set and it will allow you to cut/repair inside and outside threads of many different diameters.
