I'm sure there are some new vehicles here (legally or illegally), but I work with an Import Specialist for Customs who has an amazing memory and is a wealth of knowledge. He also is up to date on 99% of the regs, and I got this info just recently (because of another similar post). A lot of people drive them across the Canadian border (oh, I'm going shopping, officer) and "live" here for 6 months, then go back. All I know is if you try and register a foreign vehicle that has an "off" VIN, the DMV will refer you to the local U.S. Customs office to properly import the vehicle (unless you've already done so).
