Message to speed also, and even "passed" him.
You were asking him for a ticket IMO. He was behind you for 2 miles, and you could have slowed down to the city speed limit after passing him.
It will be no win situation given by the judge, whether or not the officer shows up.
You could either ask to take the defensive driving course and have it dismissled in about 3-6 months (can't remember) or pay the fine and take Deferred Jurisdiction, which means not to get another ticket within X period that the judge signs, and you will have no record.

Don't get pissed for he already had given you a chance to slow. Take it as a well learned lesson.
