do you mean actually retarding the timing 13 degrees, from 15 degrees to 2 degrees? At 2 degrees, you won't idle well, NNNOOOO power, and you risk burning valves and melting catalytic converters. If you mean retarding the timing TO 13 degrees, yes you'll notice a power and fuel economy loss, but shouldn't hurt the motor at all.
