Message	I would check spark plugs first. I would worry less about passing the inspection than figuring out what is wrong with your car. I had mine inspected a couple of weeks ago, and mine ran 22 HC on the low speed which is worse that high speed. I don't know what causes it to fail the test, but if its unburnt fuel, I would guess spark plugs.
