TOB should only spin when you press the clutch in, so if the noise is only present w/ the clutch depressed, TOB is likely.

With the clutch depressed, the transmission input shaft should more or less stop if the clutch is fully releasing, so the only significant relative motion should be between the pilot bushing/bearing and the input shaft. You say you have a bushing, so that should rule that out, although I guess your input shaft bearing could make noise if your clutch wasn't fully releasing.

If your clutch isn't dragging, your input shaft bearing should only be spinning if the clutch it out (released), so it really shouldn't make much noise with the clutch in. If I understand you correctly, the noise doesn't change with clutch in/out?
