They might have a backup of the map that was previously loaded to the ECU. LINK (and Haltech, AFAIK) files are easy to download via USB and it's a good policy to save the the existing map before any changes are made. If they do have the previous map, it would be much easier and presumably far less expensive for them to modify that based on the car's current setup, rather than to take the car to a completely different shop and start from scratch. Lastly, different dynos read differently and the number is far less meaningful than the shape of the graph and the running condition of the car.
