DMV will go over it for VIN verification and EPA Emissions certification stickers. Usually the VIN tag visible from the windshield is all they are concerned about. But on the EPA sticker they want to see if it is CA qualified. The Z did come in 49 state and in CA qualified versions, I don't think there were any 50 state versions. If the EPA sticker is missing it would seem DMV could run the VIN to see what the EPA qual's were...
I see the poster is from OH, so CA rules should not be an issue unless they put it up for action.
