JDM cars only power the side indicators (in the front bar & on the front guards) when you're indicating or have the hazards on. The indicator assembly in the front bar only had a single bulb (with the second slot blanked out). Their park light/running light is a separate T10 bulb in the fog lights that only comes on with the headlights.
Later cars also got a 'kerb light' that came on with the indicators when headlights were also on. Which was relatively useless. :)
