Idler studs I usually pit nickel anti seize on the end that goes into the manifold or the block, and snug it up with a stud installation tool. The nut the holds the pulley on gets torqued to the upper limit of FSM spec (using ARP studs).
I don’t know why people feel the need to install the studs with loctite; it’s a part that needs to come out again one day...
