9th time testing my Z. Out of all the stuff missing, he dinged me for AIV. I had stock cats on with the pipes running into the fenders but no valves installed. He was under my car forever with mirrors and a flashlight looking. I found a used set local (who knwos how many I have thrown away over the years), bolted them in place and went and passed. Such a hassle. He even acknowledged his book shows Nissan dropped the AIVS in later years. I told him everything was upgraded to 95 spec so I no longer needed them. That just opened another can of worms. So it was easier to just put some AIVs in place for visual and move along. All the testing stations here are city ran and they pull out the books to look things over. So you can't really just go to another place and expect a difference :(
