Message understanding on much of its underlying costs. In this situation, DMV would have needed to spend like $30m to inspect older cars (huh?). DMV saw a budget cut in 2016 to cover the rest of the state's "dark matter" budgeting shortfalls. Easiest solution was to exempt the older cars and save the $$$. LOL

NJ and the Federal black ops budget rival each other in obsfucation.

Another NJ story - NJ legislature is trying to jack gas taxes by 23 cents to cover highway building costs. When challenged about 23 cents and asked about average costs per highway mile. The answer was we really don't know - runs between $100k and $2m per mile so we took an average. WTF?

So far this tax hasn't gone anywhere due to public outcry.
