Message it appears European regulation required headlamps of a certain height/design to have the means of adjusting the low beam to remain within the vertical inclination limits of the cut-off. In other words a leveling device was required to satisfy those limitations.

Regulation required an initial downward inclination of the cut-off based on the height of the headlight. This downward inclination value is defined by the label on the assembly. On the Z32 -1.3%, and this is in an unladen vehicle state with one person in the driver's seat. There were limit ranges allowed by regulation that the light could fall within. If the headlight fell out of that range (by loading the vehicle) regulation required you to compensate for it and to bring it back into range. Thus depending on the height and design of the headlight, a particular type of vehicle might be required to have ability to aim/adjust the low beam. Regulation called for it to be automatic but would allow manual aiming provided they have a stop position at which the lamps can be returned to the initial inclination.

Some notes I have also state manual aiming control was only a temporary measured allowed to manufactures but ultimately auto was what euro regulation wanted.

This would likely explain why some vehicles had electronic aiming (whether auto or manual).
