Based on your details I would say your true cracking pressure is only 7 PSI. The JWT 530 comes with a 12 PSI actuator spring, if you adjust your preload cracking pressure at 9 PSI, your not installing any preload, you have not even reached the spring pressure. If you do not preload to at least spring pressure, the exhaust back-pressure will simply blow the wastegate door open. What is happening is the backpressure of the exhaust is opening the wastegate very early and adding lag due to less exhaust driving the turbine wheel. In order to get 15 PSI boost with lower preload than the exhaust back pressure and wastgate spring, your running your duty cycle on the boost controller way too high. Because of the mess your making due to the wrong adjustments, your loosing control at higher loads when the turbo has the ability to make more boost. The more engine load you have, the more exhaust energy you have to drive the turbine. Boost controllers are designed to increase boost by delaying the signal to the wastegate actuator, but they can not work properly if the preload of the actuator is set lower than the actuator spring, especially when preload is set lower than the exhaust backpressure between the exhaust valves and the turbine wheel.
