U-Haul has those limitations for a reason. The Z32 behind that Frontier might be the cart driving the horse. Either the front end is light and understeer might be a problem, or the tongue weight is low and the thing turns into a snake. And you might not know which is which until you're in a bad situation and it's too late. Been there, done that ages ago. Trailer brakes would definitely make things safer, but having something with heft to it dragging the Z around is far better. Personally, I wouldn't tow a Z32 with anything smaller than a full size pickup or a Tahoe.
