which bolts? I believe most bolts on the fenders go into captured nuts, which should be replaceable. If they are not replaceable, then yes, drill and tap for a helical insert. Install that insert using thread locker, and install new similar hardware. Additionally, consider using either copper or aluminum anti seize on all the threads to help prevent future corrosion issues.
