Message	Exempt from recording doesn't mean it's acceptable to alter the odometer. [ http://www.nhtsa.gov/Odometer-Fraud ] The odometer is there to record the amount of miles traveled on a chassis, it is not a record of the miles on the motor or the transmission. You can install a new motor every year and that doesn't mean it would justify rolling the odometer back the miles driven in that year.
